The Economic and Organised Crime Office (EOCO) has revealed that Gerald Appiah, who was arrested alongside NPP communicator Dennis Miracles Aboagye, has started voluntarily returning funds linked to an ongoing GH¢55 million financial irregularities investigation.
In a statement issued on Monday, July 13, 2026, EOCO confirmed the arrest of Dennis Edward Aboagye, popularly known as “Miracles,” who is the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), and Gerald Appiah, the former Accountant of the same institution.
The agency said Gerald Appiah has voluntarily begun repaying money connected to the alleged offences under investigation.
However, EOCO stressed that the repayments do not end the investigation or clear any suspect of wrongdoing.
“EOCO notes that Gerald Appiah has voluntarily begun refunding (returning the Loot) of funds connected to the crimes under investigation. These recoveries do not and by themselves conclude the investigative process neither does it absolve any suspect of any crime,” the statement read.
The arrests followed investigations started after a petition from the current Executive Secretary of IMCCoD requesting a further review of a forensic audit covering the period from August 1, 2022, to February 2, 2025.
EOCO said the investigation focuses on suspected misappropriation, diversion, misuse, and theft of public funds estimated at about GH¢55 million.
The two suspects are facing possible charges including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering, and other related offences.
EOCO said Dennis Miracles Aboagye will be granted bail in line with Ghana’s Constitution and laws, while Gerald Appiah is expected to complete his bail conditions and be released as investigations continue.
