The programme will be unveiled on Wednesday, August 26, 2026, at the Banquet Hall of the Presidential Villa, Abuja, under the Renewed Hope Agenda of President Bola Tinubu.
Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, said the initiative is designed to strengthen Nigeria’s social protection architecture and place poor and vulnerable households at the centre of government interventions.
First Lady Oluremi Tinubu is expected to formally unveil the programme at the event, which is expected to bring together key stakeholders involved in humanitarian response, poverty reduction and economic empowerment.
According to the ministry on Monday, the new framework will introduce a more integrated and results-driven approach to social protection, with emphasis on ensuring that government interventions deliver sustainable improvements in the livelihoods of beneficiaries.

The ministry described the strategic proposition of OHOPRS as “One System, From Vulnerability to Prosperity,” with the framework expected to support coordinated programme delivery and measurement of outcomes.
The federal government will also launch an Emergency Cash Transfer initiative targeting 7.6 million vulnerable households affected by socioeconomic vulnerabilities and shocks.
The initiative is expected to provide timely financial support to vulnerable families while complementing broader government efforts to strengthen household resilience and promote pathways out of poverty.
The event will also feature the launch of the Humanity First Magazine, a communication and knowledge platform that will highlight government interventions, partnerships, innovations, results and human-impact stories from Nigeria’s humanitarian and poverty-reduction sector.
The ministry said the programme would further strengthen collaboration between the office of the first lady and the Federal Ministry of Humanitarian Affairs and Poverty Reduction to ensure that vulnerable households are protected, empowered and progressively connected to opportunities for improved livelihoods.
The government described the $1 billion programme as a significant step towards building a more coordinated, responsive and results-oriented social protection system that places vulnerable Nigerians at the heart of national development efforts.
