Osun transport law: Police, FRSC warn against illegal park levies

The sensitisation meeting, held on Thursday in Osogbo, was organised to prepare relevant institutions for the enforcement of the law, promote effective traffic management, curb unauthorised collections and ensure orderliness across the state’s transportation sector.

Speaking at the event, the Chairman of the House Committee on Public Works and Transport, representing Irewole/Isokan State Constituency, Abiola Waheed Ibrahim Inaolaji, said the engagement was designed to familiarise participating institutions with the provisions of the legislation and clarify their respective responsibilities.

He warned enforcement officers against harassing motorists, collecting unauthorised levies and abusing their positions, stressing that all enforcement activities must be conducted within the confines of the law.

The lawmaker said public confidence, accountability and strict adherence to the legislation would be crucial to its success, noting that the law also sought to eliminate thuggery and violence associated with motor park activities.

The Osun State Commissioner of Police, CP Ibrahim Zungura, described the legislation as a significant development in transport regulation, disclosing that it was signed into law on October 15, 2026.

Zungura said the law addressed critical aspects of road management, including traffic lights, vehicle impoundment and towing. He expressed optimism that its implementation would improve traffic control and address challenges associated with the existing transport management system.

“The programme is a laudable programme that every security agency in the state will appreciate, not only because it involves road management, but it’s also a cooperation of all security agencies to make sure that the road management has been done properly,” the police commissioner said.

He expressed confidence that the legislation would help reduce disputes and violence at local government motor parks, stating, “In the past, we used to have issues in the local government garages, but this law will minimise, if not eradicate, the crises that normally emanate from the garages.”

The police commissioner urged officers involved in enforcement to operate in accordance with the law, while clarifying that the provision of adequate parking spaces remained the responsibility of the relevant transport management authorities.

On motorists who cover or deface their vehicle number plates, Zungura said the Inspector-General of Police had directed commissioners of police nationwide to arrest and prosecute offenders.

“The Inspector-General of Police has given a marching order to all commissioners of police that any such person or vehicle that is seen covering or defacing the number plate should be arrested and prosecuted,” he said.

The FRSC Sector Commander in Osogbo, Sunday Tayo, described the legislation as a welcome development but urged the state government to provide standardised motor parks to facilitate effective implementation.

He said the absence of properly organised facilities could create challenges for security agencies and park management officials.

“The law is a welcome one. It’s going to help the working apparatus of federal safety,” Tayo said.

He urged the government to draw lessons from organised motor parks in Oyo State, particularly Iwo Road and Challenge in Ibadan.

He added that facilities equipped with surveillance cameras and other essential infrastructure would strengthen monitoring and enforcement.

Also speaking, Solanke Hamzak of the Osun State Internal Revenue Service, OIRS, called for transparency and accountability in revenue collection. He urged security personnel and other enforcement officers to discharge their duties in line with the law and warned against illegal activities at motor parks.

The Corps Commander of the Osun Amotekun Corps, Isaac Omoyele, assured the government that the state security outfit would support the Osun State Park Management in maintaining law and order at motor parks.

He said Amotekun was established to complement other security agencies and had continued to cooperate with them.

The sensitisation programme brought together security agencies, transport operators, park managers and other stakeholders to discuss the provisions of the law and their responsibilities ahead of enforcement.

Participants stressed the need for inter-agency cooperation, lawful enforcement and accountability to promote road safety, protect commuters and transport operators, and ensure an orderly transportation system across Osun State.
