“Establish A National School Of Government For Leadership Development” — Tinubu Asks Senate To Repeal ASCON Act

President Bola Tinubu has asked the Senate to consider and approve legislation seeking to repeal the law establishing the Administrative Staff College of Nigeria and replace it with a new National School of Government focused on leadership development, policy delivery and executive capacity building.
The request was contained in a letter transmitting the National School of Government Bill 2026 to the upper legislative chamber. Senate President Godswill Akpabio read the President’s letter during plenary on Wednesday.
If passed, the proposed legislation would repeal the Administrative Staff College of Nigeria Act, Cap A4, Laws of the Federation of Nigeria 2004, and establish a new legal and institutional framework for the National School of Government, Nigeria.
Tinubu, in the letter, urged senators to give the proposed legislation expeditious consideration, explaining that the new institution would be structured to strengthen the leadership skills of public officials and improve their capacity to translate government policies into measurable results.
“Pursuant to Section 58(2) of the 1999 Constitution of the Federal Republic of Nigeria, as amended, I forward herewith the National School of Government Bill 2026 for the kind consideration of the Senate,” the President said.
He expressed hope that the Senate would give the bill the necessary attention to facilitate its consideration.
Under the proposal, the National School of Government would serve as a national centre for leadership development, policy delivery and executive capacity building, with emphasis on equipping public officials with the knowledge and skills required to implement government programmes effectively.
The proposed reform would effectively replace the existing statutory framework governing the Administrative Staff College of Nigeria with a new institution intended to reflect contemporary demands in public administration, leadership training and policy implementation.
The initiative is aimed at creating a dedicated institutional platform for developing leadership capacity across the public sector and addressing gaps between policy formulation and implementation.
The transmission of the bill comes as the Tinubu administration continues to forward a series of legislative proposals to the National Assembly. Earlier this week, the President transmitted bills relating to the National Drug Law Enforcement Agency and the Nigerian Safety Investigation Bureau to the Senate, while also forwarding separate proposed legislation to the House of Representatives.
