NCAA Fines RwandAir ₦15m Over Damaged Passenger Baggage » Apples Bite Int’l Magazine
The Nigerian Civil Aviation Authority (NCAA) has imposed a ₦15 million fine on RwandAir over its failure to resolve a passenger’s complaint concerning damaged baggage within the required timeframe.
The airline has also been directed to replace the damaged bag and pay the affected passenger $170 as first-need compensation.
NCAA spokesperson, Michael Achimugu, disclosed the sanction in a post on his personal X account on Friday.
According to the aviation regulator, RwandAir breached Nigeria’s consumer protection regulations by failing to address the passenger’s baggage complaint within the stipulated period.
The NCAA said the airline was required to provide appropriate remedies in line with Part 19 of the NCAA Regulations 2023, which covers consumer protection and compensation for passengers affected by baggage-related issues.
The regulator stated that the ₦15 million penalty was imposed because of the airline’s failure to resolve the complaint within the prescribed timeframe.
It further ordered RwandAir to replace the damaged baggage and pay $170 to the passenger as first-need compensation.
The NCAA said the action was part of its ongoing efforts to protect air travellers and ensure that airlines operating in Nigeria comply with consumer protection rules.
The authority stated:
“The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.
“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”
The NCAA has previously sanctioned several local and international airlines over consumer protection and other regulatory violations.
In February 2025, Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace were among airlines sanctioned by the regulator over various infractions.
The latest action comes about a week after the NCAA warned airlines that delays in processing passenger refunds within the timeframe provided by Part 19 of its regulations could attract sanctions.
