Kefas signs executive order banning Naira spraying at public events in Taraba

The order, titled Taraba State Public Decency, Currency Respect and Responsible Celebration Order, 2026, reinforces compliance with the Central Bank of Nigeria (CBN) Act, 2007, which prohibits the abuse of the Naira through spraying, mutilation, defacement, stepping on, scattering, throwing and other unlawful practices.
In the executive order, Governor Kefas reaffirmed his administration’s commitment to promoting public order, responsible conduct, cultural dignity and respect for the laws of the Federal Republic of Nigeria.
“All Ministries, Departments and Agencies, MDAs, Local Government Councils, traditional institutions, public officers and other government-supported bodies are required to promote awareness and encourage compliance with the CBN Act and other relevant laws governing the handling of the Naira,” Kefas directed.
The order also calls on event organisers, venue operators, entertainment promoters, religious institutions, traditional councils and community leaders to discourage the spraying, throwing, scattering, stepping on, mutilation and defacement of the national currency during ceremonies and other social gatherings.
However, the governor clarified that the directive does not prohibit monetary gifts or lawful cultural and social celebrations. Instead, monetary gifts are encouraged to be presented through acceptable means, including envelopes, bank transfers, electronic payment platforms, cheques, donation boxes and gift tables.
Governor Kefas further directed public officers and political appointees to lead by example by refraining from actions that constitute abuse of the Naira.
“Relevant state institutions are expected to collaborate with appropriate federal agencies on public enlightenment and refer suspected cases of currency abuse to the relevant federal authorities for investigation and possible prosecution”, Kefas said.
The Taraba State Ministry of Information and Re-Orientation has also been mandated to work with relevant stakeholders to sustain public awareness campaigns through various media platforms, educating residents on the proper handling of the Naira and the legal consequences of currency abuse.
The executive order further provides that any public officer who violates its directives may face appropriate administrative or disciplinary measures in line with existing laws and public service regulations.
“The initiative was designed to promote responsible celebrations, uphold public decency and strengthen respect for Nigeria’s national currency, while supporting federal government efforts to protect the dignity and integrity of the Naira,” Kefas explained.
The order takes immediate effect and is officially cited as the Taraba State Public Decency, Currency Respect and Responsible Celebration Executive Order, 2026.
