Under Government House and Protocol’s capital vote approved by Mr Sheriff Oborevwori , the 2026 Delta State budget provides: 50 Toyota SUVs, 60 Hilux pickups, 150 Toyota Corollas and more vehicles which is a total of N12,923,000,000. One thousand “starter packs for social security services” at N10,000,000,000. One thousand communication gadgets and 2,000 personal protective wears at N3,500,000,000. Ten Hilux vehicles and 20 buses for community security at N1,500,000,000. Security starter packs for a community entrepreneurship programme for N800,000,000. Sixty boats with 2HP engines to be bought at N110,000,000. One hundred office chairs and fifty office tables appear in the same vote. The vehicle-and-kit section of Government House’s shopping list runs past N28 billion.

In the first quarter, three of the 28 capital lines moved: N329.7 million on the vehicles (2.6 per cent), N498.7 million on the starter packs (5.0 per cent), and small change elsewhere. TNo public tender notice, no contract award announcement, no named supplier has been traced to the N12.92 billion vehicle line or the N10 billion starter-packs line. The administration does buy vehicles publicly. In January 2026 it presented 65 SUVs to traditional rulers in a ceremony widely reported, with one estimate putting that handover at about N10.4 billion. Vehicle procurement, when the government wants it seen, is photographed. The Government House fleet has no such photograph, no award notice, no recipient list.

The “starter packs” like the vehicles didn’t disappoint as the governor bills N10 billion for 1,000 packs which is N10 million per pack “for social security services,” with N498.7 million released in Q1 and no one knows anyone who has received them.
