N65 Million for One Vehicle and N34.58 Million to an Inactive Firm Plus Double Diesel Payments in Innocent Barikor’s National Environmental Standards and Regulations Enforcement Agency

Beyond the N339.82 million constituency pipeline carried out by DG Innocent Bariate Barikor, the National Environmental Standards and Regulations Enforcement Agency (NESREA) spent another N182,745,263.58 in 2025. A SecretsReporters findings can reveal that this second layer of spending included N65,092,209.30 for a single ‘operational vehicle’, N34,582,765.81 to a company the CAC lists as inactive, and two identical diesel payments of N6,496,988.83.

N65.09 million for one operational vehicle

On 21 August 2025, Foxcome Stackia Limited was paid N65,092,209.30 for the ‘purchase of operational vehicle’. Sixty-five million naira for one vehicle, by an agency whose total non-constituency procurement for the year barely exceeded N180 million. The voucher names no make, no model, no specification and at that price, Sections 16 and 25 of the Public Procurement Act 2007 required open competitive bidding with published evaluation. The records show the money leaving; they show no competition, no specification, no delivery note.

N34.58 million to an inactive firm and double diesel

On the same 21 August,Highsky Procurement Ltd collected N34,582,765.81 for ‘procurement of laboratory equipment to the agency’ but CAC checks by SecretsReporters show Highsky Procurement Ltd (RC 854270, registered November 2009) is officially INACTIVE. Thirty-four and a half million naira to a company the CAC no longer recognises as active, in breach of the Financial Regulations’ requirement that contractors hold valid CAC credentials. Then the diesel: HCC Energy got N6,496,988.83 on 31 July 2025 and the identical N6,496,988.83 on 15 October 2025, for diesel supplies weeks apart – a duplicate-payment pattern the Financial Regulations require vote controllers to catch. CAC checks show HCC Energy Ltd was registered on 18 April 2023, barely two years before these payments, tripping the three-year due-diligence flag. The year closed with N5,242,325.58 to E.O Ameh & Company for the 2024 financial audit, while the books they certified carried inactive contractors and doubled fuel vouchers.
