Nigeria Moves To Secure Critical Data With Sovereign Cloud Initiative

Nigeria is moving to strengthen its control over critical digital infrastructure with the National Sovereign Cloud Initiative (NSCI), a government-backed programme designed to keep sensitive data and essential digital services under Nigerian jurisdiction.

The initiative, being driven by the National Information Technology Development Agency (NITDA), is aimed at creating a secure, resilient and trusted cloud environment while reducing the country’s dependence on digital infrastructure hosted outside Nigeria.

At the heart of the programme is digital sovereignty ensuring that Nigeria has greater control over where critical data is stored, how it is processed, who can access it and the laws governing its use.

NITDA Director-General, Kashifu Inuwa Abdullahi, has described the objective as achieving “digital self-determination”, saying Nigeria must develop the capacity to determine its own digital future.

The initiative builds on Nigeria’s Cloud First Policy introduced in 2019 to encourage Ministries, Departments and Agencies to adopt cloud computing and reduce dependence on costly and fragmented data centres.

However, as the country’s reliance on cloud services has increased, concerns over data protection, cybersecurity, infrastructure resilience and foreign control have also grown.

The NSCI is designed to address these concerns by establishing the regulatory, technical and investment framework for a sovereign cloud ecosystem.

The government has introduced national cloud computing and technical guidelines, alongside a digital infrastructure assurance framework, to support the implementation of the initiative.

The programme also has a significant economic dimension, with the government seeking investment in data centres, cloud computing, connectivity and other digital infrastructure.

NITDA says the initiative will create opportunities for indigenous technology companies, develop local expertise and strengthen Nigeria’s capacity to provide digital services.

Budget Office Director-General, Tanimu Yakubu, has warned against excessive reliance on foreign digital infrastructure, saying such dependence could leave Nigeria vulnerable to external decisions affecting critical services.

He said digital sovereignty should enable Nigeria to determine its own digital future and retain control over critical data, algorithms, artificial intelligence and digital transactions.

The government says the initiative does not mean shutting Nigeria off from international technology providers.

Instead, global technology companies will be able to participate within Nigerian regulatory, security and sovereignty requirements.

NITDA is also seeking to position Nigeria as a regional cloud computing hub, with officials saying the country should develop sufficient capacity to serve not only its domestic market but also West and Central Africa.

The initiative comes at a time when demand for computing infrastructure is increasing rapidly because of artificial intelligence and other data-intensive technologies.

For Nigerians, the long-term benefits could include more secure and reliable government digital services and stronger protection of sensitive personal and national information.

For businesses, increased domestic cloud capacity could provide more options for hosting applications and sensitive data while attracting investment into the country’s technology sector.

The National Sovereign Cloud Initiative therefore represents a significant shift in Nigeria’s digital strategy from simply consuming global cloud services to building and controlling the infrastructure that powers the country’s digital future.
