JPCACC, IPCR Sign MoU To Strengthen Peacebuilding, Mediation

The Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC) has signed a Memorandum of Understanding (MoU) with the Institute for Peace and Conflict Resolution (IPCR) to strengthen institutional capacity, mediation, peacebuilding and good governance in Jigawa State….
The Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC) has signed a Memorandum of Understanding (MoU) with the Institute for Peace and Conflict Resolution (IPCR) to strengthen institutional capacity, mediation, peacebuilding and good governance in Jigawa State.
The agreement, signed at the IPCR headquarters in Abuja, is expected to deepen collaboration in conflict prevention, alternative dispute resolution, capacity building and policy development.
Speaking at the ceremony, JPCACC Executive Chairman, Barrister Salisu Abdu, described the partnership as a major milestone in the commission’s drive to improve professionalism and service delivery.
“The partnership reflects the Commission’s commitment to continuous institutional development through strategic collaboration with leading national institutions,” Abdu said.
He explained that the MoU was the outcome of discussions that began during a courtesy visit to the institute in April 2026, when both organisations identified areas of mutual interest and agreed to establish technical teams to develop a framework for collaboration.
Abdu noted that the commission’s Alternative Dispute Resolution (ADR) mechanism has become an effective platform for resolving communal, land, family and administrative disputes across Jigawa State’s 27 local government areas.

“Sustainable peace, accountability and development are closely interconnected, while effective public institutions require highly skilled personnel equipped with modern knowledge and practical expertise,” he said.
According to him, the agreement provides a framework for specialised training in mediation and conflict resolution, professional certification of mediators, collaborative research, policy development, dialogue facilitation, technical cooperation and knowledge exchange.
He expressed confidence that the partnership would expose commission staff to national and international best practices, strengthen the commission’s ADR system and improve service delivery.
The JPCACC chairman also thanked Governor Umar Namadi for his support for institutional reforms and capacity development, describing the MoU as the beginning of “a long-term institutional relationship that will produce tangible results.”
On his part, the Director-General of the Institute for Peace and Conflict Resolution, Dr Joseph Ochogwu, described Jigawa as one of Nigeria’s most peaceful states.
“Jigawa State is one of the most peaceful states in Nigeria owing to the proactive measures taken by successive leaders of the state,” Ochogwu said.
He added that the establishment of JPCACC by the Umar Namadi administration would further strengthen peacebuilding and conflict resolution in the state.
“The MoU being signed with the institute will further position the commission in mediation and the promotion of peaceful coexistence in the state,” he said.
Ochogwu also pledged the institute’s support in staff capacity building, policy dialogue and the commission’s participation in national and international peace and conflict resolution engagements.
The partnership is expected to strengthen cooperation between both institutions in promoting mediation, accountability, transparency and good governance while contributing to sustainable development in Jigawa State.
