Ebola: N236bn Contingency Provisions Available as Senate Presses for Emergency Funds

The Federal Government could draw on more than N230bn in contingency provisions to contain the fresh Ebola case in Nigeria and stop further spread of the virus,
This comes as the Senate has demanded the urgent release of emergency funds from the Service-Wide Votes, warning that waiting for a supplementary budget could delay critical interventions.
The Senate made the call on Wednesday, October 21, 2026, after a motion sponsored by Francis Faduyile, who represents Ondo South.
In its resolution, the upper chamber urged the Federal Government to source the money through the Ministries of Finance and Budget to cover immediate needs arising from the outbreak.
A review of the 2026 approved budget shows that contingency provisions under the Service-Wide Votes total N236bn. They comprise N36bn for recurrent expenditure contingencies and N200bn for capital expenditure contingencies. Both form part of the N12.8tn earmarked for Service-Wide Votes in the 2026 fiscal year.
Section 83 of Chapter Five of the Constitution provides for a Contingencies Fund for the Federation. It empowers the National Assembly to pass laws allowing the President to access the fund for urgent and unforeseen expenditure for which no other provision exists.
The contingency provisions could give the government an option to fund an immediate response to the outbreak without waiting for a supplementary budget.
However, it is unclear whether the N10bn earlier approved for Ebola preparedness has been fully disbursed or properly utilised.
In June, before the latest confirmed case, President Bola Ahmed Tinubu approved N10bn as an emergency intervention to strengthen the country’s preparedness against Ebola. He also approved a Presidential Task Force on Ebola Virus Disease Preparedness and Emerging Public Health Threats.
The N10bn was meant to boost the operational readiness of the Nigeria Centre for Disease Control and Prevention (NCDC) and support key national public health emergency response activities. The task force is chaired by the President’s Chief of Staff, Femi Gbajabiamila, and includes members from relevant ministries, departments and agencies, as well as state representatives.
The funding debate follows the Federal Government’s confirmation of an Ebola case in Abuja, the Federal Capital Territory, earlier this week.
APPLESBITE reported on Tuesday that health authorities had identified 44 close contacts of the infected woman as they stepped up efforts to prevent further transmission.
Health and Social Welfare Minister, Prof. Muhammad Ali Pate, disclosed this on Tuesday after laboratory confirmation of the case. He said the woman recently arrived in Nigeria on an international flight from Uganda and was admitted to a private hospital in the FCT, where she was treated for several days before the diagnosis was confirmed.
Following the confirmation, the government announced plans to introduce airport screening and other containment measures.
On Thursday, the Minister of Aviation and Aerospace Development, Festus Keyamo, directed the Nigeria Civil Aviation Authority (NCAA) to notify local and international airlines of a proposed 21-day no-fly restriction for 46 people identified as contacts of a suspected or confirmed Ebola case.
Keyamo disclosed this in a statement after a virtual meeting with Pate, where they discussed measures to contain the outbreak. He said the list comprises 44 people who came into contact with the infected woman at the hospital after she developed symptoms, and two domestic staff.
