The Director-General of the Nigerian Civil Aviation Authority (NCAA), Capt. Chris Najomo, has said the implementation of the Irrevocable Deregistration and Export Request Authorisation (IDERA) will restore the confidence of global aircraft lessors in Nigeria and improve domestic airlines’ access to leased aircraft.
Represented by the NCAA’s Director of Legal Services and Company Secretary, Barr. Mary Tufano-Eche, at a Nigerian Bar Association Section on Business Law (NBA-SBL) Aviation Law Committee session in Lagos, Najomo said IDERA was “not merely an academic exercise but a critical commercial analysis that directly influences national economic progress.”

He added: “For Nigeria to thrive, the local registry must seamlessly interface with the international regime to ensure backup for any declared registrable interest through the absolute enforceability of the law.”
Najomo said the framework was essential to strengthening investor confidence and supporting the growth of Nigeria’s aviation sector.
The session, themed “Aircraft Registration and Registrable Interests in Nigeria: All You Need to Know,” examined Nigeria’s legal and regulatory framework for aircraft ownership, financing, leasing and security interests under the Nigerian Civil Aviation Regulations 2023 and international standards.
The NCAA noted that the IDERA Advisory Circular, introduced in October 2024, was designed to remove concerns among international aircraft lessors and enable Nigerian airlines to access dry-leased aircraft more easily.
