Board Of Peace Unveils Roadmap To Implement Trump’s Gaza Peace Plan

The Board of Peace on Friday unveiled a roadmap to implement U.S. President Donald Trump’s comprehensive peace plan for Gaza, proposing a phased process that would end hostilities, complete Israel’s withdrawal from the enclave, transfer governance to a new Palestinian administration and pave the way for reconstruction and eventual Palestinian statehood.

The document says the roadmap, together with U.N. Security Council Resolution 2803 (2025), would serve as the agreed international framework for ending the conflict.

“The parties aim at ending the cycle of destruction, securing the complete Israeli withdrawal from Gaza Strip, restoring normal life, enabling Palestinian governance, reconstruction, security, recovery and economic development… and facilitate launching a credible political path that achieves self-determination and Statehood,” the roadmap states.

The proposal calls for Israel to complete all outstanding commitments under the Sharm Sheikh Protocol, including ending military operations, while Hamas and other Palestinian factions would also cease all military activities.

It says implementation of the second phase would begin only after an International Verification Committee (IVC), to be established by the Board of Peace, certifies that both sides have fulfilled their obligations.

Under the roadmap, Hamas and other Palestinian factions would hand over all civilian governance and security responsibilities in Gaza to a proposed National Committee for the Administration of Gaza (NCAG).

“Hamas and other factions agree that all civilian governance and security functions in Gaza shall be handed over to NCAG… The factions shall not interfere in NCAG affairs during the transitional period,” the document states.

The roadmap says progress from one phase to another would depend on verified compliance by both parties.

“Progression from one phase to the following one shall be contingent on the verified completion of the commitments of the previous phase.”

Key elements of the proposed roadmap

According to the Board of Peace, the plan includes:

A complete Israeli military withdrawal from the Gaza Strip after implementation of agreed commitments.

A permanent ceasefire, with Israel, Hamas and other Palestinian factions ending all military operations.

Creation of an International Verification Committee to certify compliance and monitor violations before each phase proceeds.

Transfer of governance from Hamas to the National Committee for the Administration of Gaza (NCAG), which would independently oversee civilian administration.

Continuation of public services, with existing civilian institutions remaining operational during the transition.

Protection of civil servants’ rights, including lawful treatment and payment of entitlements for those retired or whose services are terminated.

A comprehensive financial and administrative audit of Gaza’s public institutions and assets, backed by international support.

Settlement of legitimate financial obligations to suppliers and contractors of up to $400 million.

A three-year transitional implementation period for governance and administrative reforms.

A longer-term political process aimed at Palestinian self-determination and statehood.

The roadmap also says detailed implementation arrangements for the second phase should be completed within 14 days of all parties approving the proposal, although the deadline could be extended by the International Verification Committee.

The Board of Peace did not say whether Israel, Hamas or other stakeholders had formally accepted the roadmap, nor did it provide a timetable for securing their approval.
