Dangerous Crime: Nigeria’s Work Minister David Umahi Pays N8.3 Billion To Non Existing Companies And No BPP Approval

Two companies without a name but just individuals sat in their house and received an alert of N1,184,011,937.50 from the Federal Ministry of Works, SecretsReporters can authoritatively report.

According to documents in our possession, the Minister of Works, Mr David Umahi wired this amount to the two ghost companies for ‘contracts’.

These ghost companies were not registered with the Corporate Affairs Commission (CAC) and the Nigerian Revenue Service (NRS) as at the time the contracts were awarded, thus violating the provisions of the Public Procurement Act, 2007 and the Financial Regulations act, according to federal investigators who combed into the books.

While the crime above was going on, a bigger one was coming as the sum of N7,250,024,112.39 was paid to various contractors for emergency repairs and road rehabilitation contracts awarded to them.

There was no evidence of issuance of ‘Certificate of No Objection’ from the Bureau of Public Procurement (BPP) before the awards as required by extant regulations such as Paragraph 2948(iii) of Financial Regulations (FR) (2009) and Section 43(4) of the Public Procurement Act (PPA) (2007).
