Jigawa unveils 2025–2030 plans to drive local development

The Jigawa State Government has unveiled five-year Development Plans (2025–2030) for the state’s 27 Local Government Areas, aimed at strengthening grassroots governance, improving service delivery and promoting evidence-based development across the state.

Governor Umar Namadi unveiled the plans on Monday at the Council Chamber of the Government House in Dutse.

He described the initiative as a historic milestone in the state’s drive to institutionalise strategic planning at the local government level.

He explained that the development plans would provide each council with a comprehensive roadmap to guide priorities, investments and public service delivery over the next five years.

According to the governor, the plans represent a deliberate revival and modernisation of local development planning, noting that previous initiatives, including the Local Government Economic Empowerment and Development Strategy (LEEDS), were not sustained due to weak implementation and poor links with budgeting.

Namadi said the newly unveiled plans were developed through extensive consultations with communities and stakeholders, ensuring they reflect the aspirations and priorities of citizens.

He added that the documents are aligned with the administration’s 12-Point Agenda, the Jigawa State Comprehensive Development Framework and the Sustainable Development Goals (SDGs), while also providing a framework for linking annual budgets with long-term development objectives.

“The true test of these plans will be commitment to their implementation. Success will be measured by improved service delivery, impactful capital investments and visible improvements in the wellbeing of our people,” the governor said.

He directed all 27 Local Government Councils to make the development plans the primary reference for their annual budgets, projects, programmes and work plans.

“These plans must not be kept on shelves; they must guide decisions, resource allocation, monitoring and accountability,” he stated.

Governor Namadi also called on development partners, the private sector, civil society organisations, traditional and religious leaders, community groups and citizens to support the implementation of the plans, stressing that sustainable development requires collective ownership and participation.

He commended the Ministry for Local Government and Community Development, technical teams, consultants and other stakeholders for their contributions to producing the development plans.

The governor expressed confidence that the initiative would strengthen synergy between the state and local governments and enhance policy-driven development across Jigawa’s 27 councils.
