NCoS releases first 10 inmates under parole system 

The Nigerian Correctional Service (NCoS) has released 10 inmates under the provisions of the parole system, marking the first known implementation of the measure under the Nigerian Correctional Service Act, 2019.

The release took place at the Medium Security Custodial Centre in Umuahia, Abia State.

Speaking at the event on behalf of the Controller-General of Corrections, Sylvester Ndidi Nwakuche, the Zonal Coordinator and Assistant Controller-General of Corrections, Ngozi Okeke, said the development represents a key step in the implementation of the correctional law and reforms in the country.

Okeke described the rollout of parole as part of efforts to align Nigeria’s correctional system with international standards that allow selected inmates to serve part of their sentences under supervision in the community.

According to Nwakuche, parole is intended to support structured reintegration while maintaining public safety and accountability.

He said the introduction of the system is expected to contribute to reducing recidivism, easing congestion in custodial centres, and improving rehabilitation outcomes for offenders.

Nwakuche also commended the Abia State Command for what he described as its pioneering role in implementing the programme, alongside the Abia State Parole Board, the judiciary, and other stakeholders involved in the process.

He further acknowledged support from development partners, including Prisoners Rehabilitation and Welfare Action (PRAWA), the International IDEA Programme, and the Rule of Law and Anti-Corruption Programme (ROLAC).

The Controller of Corrections, Abia State Command, Nwanyanwu Blessing Ifeoma, said the exercise reflects a shift toward rehabilitation-focused corrections and appreciated the cooperation of stakeholders in the parole process.

The Chairman of the Abia State Parole Board, Justice Obisike Oji, explained that parole is not a pardon or clemency, but a supervised release mechanism designed to support reintegration.

He urged the beneficiaries to comply with the conditions of their release and avoid conduct that could lead to a return to custody.
