Nigerian Senate Appoints Ex-Kwankwaso Spokesperson to Constitution Panel

The Senate Committee on the Review of the 1999 Constitution has appointed Binta Rabiu Spikin as a consultant to support its ongoing constitutional amendment process.

A letter dated March 17, 2025, and signed by Dr. Innocent Mebiri, Director and Clerk to the Committee, confirmed Spikin’s appointment. The document outlined her roles, which include analyzing memoranda submitted by the public and drafting amendment proposals based on those submissions.

“As a Consultant, the scope of your engagement shall include: analysis of memoranda submitted to the Committee, drafting of specific Constitution Amendments arising from the submissions,” the letter stated.

Spikin, a former spokesperson to ex-Kano State Governor Rabiu Musa Kwankwaso and one-time President of the Mass Communication Students Association (MACOSA) at Bayero University, Kano, will also help prepare briefing documents and reports.

According to the letter, she is expected to work with other consultants and the Committee Clerk to compile and translate public input into proposals for constitutional reform.

Her appointment takes effect from July 1, 2025, and will continue until the Committee concludes its assignment. However, the letter makes it clear that the Committee “reserves the right to terminate the appointment without notice.”

“You are required to notify the Committee of your acceptance of this offer in writing within two weeks from the date of this letter,” the statement added.
