Because there is no level cap in Starfield, making your character as OP as possible is merely a matter of maxing out all 82 skills. That being said, it will be long before you can reach that stature. Furthermore, there is an argument to be made about your background, traits, weapons, and armor, all of which play a role in making your character as OP as possible.
