Both The Emissary and The Hunter are conflicting figures in Starfield, waging a war against each other with deadly weapons like the Rifle Unmitigated Violence, which you can unlock by picking a side between the two Starborn. As you reach the end of the game's story, you are put into conflict against these figures who also search for the Artifacts. These characters act as a final boss who drop their weapons as loot depending on the choices you make.
